So I've found an apple watch in a parking garage. Saw it when I parked and it was still there when I left a couple of hours later.

I checked the medical ID, number there is no good. No name, nothing. What else can I do to get in contact with the person?

Call the parking garage and ask if anyone has called about a lost Apple Watch…
