Agreed, usually Risa is a pleasant collection of human memes however I find this example to be repugnant.
Having to work really hard to separate my feelings about Guinan from my feelings about Whoopi lately. But even then, Troi, Crusher, Guinan.

She's described as an empath rather than a telepath but she does display telepathic abilities. I think she's just a weak telepath by betazoid standards and that's why they highlight her abilities as an empath. In Encounter at Farpoint Troi is able to communicate mind to mind with Riker suggesting that with some time and emotional connection at will or continuous mind reading is a possibility for her.
In that order. Wouldn't want to spend a lifetime next to a mind reader. Guinan would be a wise, nurturing partner. Most importantly, Guinan can summon spirits and we all know who'd get a kick out of that.
