It doesn't say they have nuclear weapons. One of the headlines mentions "cruise missiles". People get nuclear-powered and nuclear-weapon-carrying subs confused way too much. The submarine could have nuclear weapons, but that's not what nuclear submarine means. And all sorts of vehicles can have nuclear weapons, including fighter jets.
