A lot of them want "inevitable consequences from piracy" as long as those "inevitable consequences" are safely far away from themselves.
There is little inherently interesting in the Pyro system.
It is a good idea to hype such a place for years after hundreds of millions of additional expenses.
If there's little interesting then there's no reason to go there except to player kill. PKers don't want to fight other PKers, they want easy targets, so the PKers won't have any reason to go there either.
I don't generally like PKing as a mechanic in MMOs anyway, but there are ways to implement it that aren't complete shit. Like, imagine if this system held some kind of rare and valuable mineral deposits. Make it clear that these minerals are available but that there's no security in this system. This presents a dilemma to regular players: they can try to get some of those tasty rocks, but to do so they have to go into a dangerous environment. Opting out is as simple as not going there. Bam, you've now incorporated PvP into your game in an interesting way that doesn't completely destroy the fun of anyone who isn't a PKer.
