Yep. The Doctor and his companions figured out they were powered by static electricity from the floor because they smelt of dodgems. This has been quietly dropped - it gave the series a teachable moment and a means to overcome what is an alien xenophobic psychopath in a small tank but wasn't really flexible enough for future stories.
I see it as a bit of an evolution ans now they can fly. Well except for the genesis of the daleks putting a kybosh on it.
Yeah, this was back when they were more focused on the BBC's mandate to "inform, educate and entertain". If you look at the theory of the 1963 version, you have this time traveling machine and I think the original series even alternated between historical and futuristic stories. And Barbara the history teacher gave context and information to the historical stories, while Ian the science teacher gave context and information to the futuristic stories.
I mean, they did get away from that, but that was the original intent anyway ...
