I don't understand what type of testing this is talking about. Is it about externalising the testing in order to get conformity approvals or rather benchmarks and competition analysis?

For the former, yeah the FCC gets to vet which labs it trusts for the accreditations. If it's the former then...the FCC should know that China is not part of the federated US states and they can do what they want whether you like or not...
