If they are denying it that means someone let it slip that they ARE considering using them and considering whose finger is on the trigger i wouldn't be surprised if we see a mushroom cloud in the middle east...

While this is generally a possibility, I think in this case it's more likely that they have heard the rumbling from the masses about nukes and really didn't mean to imply them - they were talking about taking out bridges and power plants, which would severely disable Iran, so I think that's what Trump meant about the civilisation thing.

But I am not 100%, which I think is the point - we're all not quite ready to believe Trump wouldn't throw nukes..... so we're certainly not buffoons to worry.

"tools in our toolkit we haven't used" could be nukes, white phosphorus, napalm, nerve gas and plenty of other weapons of mass destruction to bring "hell" to their doorstep, but the fact that they denied nukes specifically means someone suggested it as a solution to quickly settle the matter.
