Explanation: Joseph Stalin was the effective dictator of the Soviet Union after the death of Lenin and exile of Trotsky in the 1920s.
His chief of secret police was a notorious rapist and pedophile, and Stalin knew about this - to the point of panicking when he heard his daughter was alone with Beria, and gave orders for an armed guard to retrieve her and execute Beria if she seemed violated (she did not, because Beria apparently had enough self-preservation instinct to stay away from the dictator's daughter).
Corruption in the bureaucracy was also widespread, as was misreporting and abuse of power.
But Stalin always had the time to stomp out someone for Wrongthink! After all, that's the WRONG KIND of Bolshevism! THAT'S what's TRULY dangerous to the Worker's State(tm)!
Or dangerous to Stalin. Whatever. Same thing.
