The character is known as "Fisto," due to one hand being by made of iron... or something like that. (seems like a bit of a call-out to a couple classic Shaw Bros Kung-fu films) The only thing I ever touched in that franchise was the old Intellivision videogame, a surprisingly solid game that holds up today.

It seems that a lot of people think this was the original panel, but it's definitely an edit:
