I hope this will be a great framework that can expand to all children in New York and not be restricted to the city workers

I hope that happens, but I also hope city workers in the surrounding area see it happen and demand the same of their cities as well. Keep it spreading with little, concrete things like that, and you can start getting more candidates like Zohran elected elsewhere.
