Have you seen how enthusiastic Trump is when talking about the design of the ballroom? Trump loves real estate more than anything. So I think it is all about the ballroom.

No, I thought it would end up costing far more than that.
Building a bunker at the White House is probably the most useful and appropriate allocations of funds Trump has done.
It’s a low bar, as they say.
Why is it useful?
The White House is undoubtedly a high value target for US adversaries so having a fortified space in the event of an imminent attack is not useless.
At least we can hope the nukes won't fly until the bunker is done so we have at least 3-4 years to change something.
