Oh! Definitely try flipping this in Settings->Photos to “Keep Originals”
My uploads used to keep giving that “a device attached has stopped functioning” error after every few files until I did this! And since then, zero issues.

What brand is your PC? For some brands there are apps that they've made that allow for pretty easy file sharing. I have an ROG laptop and use the Link to myAsus app and it works really well
I had same issue with 12 Pro. Never got it solved.
So far have not gotten it yet on 13 Pro knocks wood
I have similar issues going from Android to my Mac. It's intentional I guess. Crossing the streams is always bad :)
Tim Apple wants to guide you to purchase a Mac. Or pay for iCloud and transfer via the web.
Here's a funny thing I found. Onedrive, Microsoft's very own cloud drive service worked better on my Macbook Air than on my Acer laptop. Oftentimes, I have trouble moving files to the cloud, with the transfer hanging and all, especially when I am moving around 30K plus images.
So if Windows have a problem with copying files off an iPhone, or even an Android for that matter, I'd look at the Windows machine first based on my experience. A bad driver update, a bad update, bad mood, doesn't matter what, it's always something that you have to do the restart dance to fix sometimes.
