Do you know the dude in the lower part of your post, the one who isn't a rapper?
No, I only know him as the 'sick burn' reaction meme, which is appropriate to a guy who burns people so hard they commit suicide.
The picture is from a satirical rap battle where the guy in question says the absolute dumbest shit, and everyone loses their mind over it. One of his refrains(?) is the line "but I'm not a rapper".
