And gait analysis has been more useful than facial recognition for over a decade irl. Once you add in uniquely identifiable cyborg hardware that can likely be checked through radio waves (bluetooth etc)? The only way you're under cover is counter hacks, someone helping you on the inside of the surveillance network, or them just simply having bigger fish to fry.
