Like Google Docs, also with permissions for Owner, Editor and Viewer, and can be linked. I know making websites exist but I'm not sure if I could access buying any relevant hardware in my city and idk how to self-host.

There's Nextcloud Office (Collabora) or OnlyOffice.

I think Proton has something like that as far as I'm aware. It's basic, though.

From a search on AlternativeTo, it looks to be the following, still active:

There are many solutions, but all that I know of require a server. Check out Cryptpad or Nextcloud. You can find instances hosted by others who will give you a free account.

Never tried this - wouldn't all users control a single cursor in this case?
