I read a speculation somewhere that DHS want to declare all opposition to their activities as domestic terrorists and then remove their right to vote. There have been multiple articles detailing how the people who follow agents around and report their location are served papers later declaring them to be domestic terrorists and then they are placed on a no fly list.
