Was gonna say... snow machines are fairly common at ski resorts and competitions, I think. It would be odd if they hadn't been used for various Olympics.
It still needs to be below freezing (give or take a few degrees, humidity is also a factor) for those snow machines to work. They blow misted water in the air which needs to freeze in the air before it hits the ground, because if it doesn't it'll freeze on whatever snow and ice is already on the ground and you'll just have a sheet of ice.
