This looks similar to the rows of wave breakers for land reclaimation (German: Lahnung).

When Cortes's band reached the Aztec capital, Tenochtitlan, one of the more widely traveled soldiers compared it (favorably) to Constantinople, considered one of the most magnificent cities of Europe at the time. Many American civilizations were quite advanced and impressive before Columbian contact!
