Just would be nice if the most powerful person in the country could actually set out some sort of plan of action for once, rather than just wait around for someone else to do it.

Translation: Popular adages equating China with low quality haven't been true in years (if not decades), everybody knows it, the real "problem" with China is their military/space programmes.
