I was in charge of the recovery team digging St Paul, MN out of a Russian based malware outage this past summer. It took out water, police, and other municipal facilities.

I feel like these attacks are just test probes and the ones which get through are to incite chaos.

If a hot war broke out with Russia and the US, I believe that there would be massive city outages across both countries. Between Russia and the EU, I think Russia would knock out a proportionately larger number than the inverse.
