Explanation: The Roman Emperor Caligula, sometimes said to be mad, once threatened (or joked, depending on who you ask) to make his horse consul, one of the two leaders of the Senate. He didn't carry through with the threat, but it was a memorable anecdote of his bizarre reign.

Hasn't that more been a mocking of the senate rather than actual madness? Basically telling them "my horse could do the job better than the whole lot of you"?
