Its funny because drugs are bad and the USA doesn't help people in need enough.
But like...maybe the drug users are victims?
The users are the victims... of a failed society and government. Which is what they're mocking.
Of course they are...as are the Greenlanders, beginning in ... 3... 2...
This is literally the Greenlanders showing off what will become of them when the USA forces its culture on them.
Because they will lose their free education, their universal healthcare, their workers' rights, their social security, and possibly even their homes, because you can't own land in Greenland, so a bunch of ruthless US real estate speculators will be swift to move in, claim the land the Greenlanders have their houses on as their own and evict them.
They also get subsidized by Denmark so they'd lose all of that.
Everybody is the victim of America sucking at this point. I don't think (hope?) the intention of the video is to mock the victims, but to accurately illustrate just how excited the rest of the world is about the potential prospect of becoming American, and how jealous we are of their cultural superiority.
That said, I agree it's not exactly in great taste.

the way I see it Donnie's the main drug addict threatening invasions, not the fent addict that got pushed opioids for a knee injury that never healed.
It's the people who pay off the governments.
