I used to live in a "Sunbelt" college town that branded itself as bike friendly, had loads of trails around the city, built some pleasant outdoor spaces, and had an active transportation committee for the city. I attended some of those meetings, and they always started with a monthly review of pedestrian and cyclist injuries from automobiles - during every review, law enforcement, members of the committee, and even the city council member chairing the committee and who claimed to be pro-bike, would ALL make up any carbrain excuse for the driver of the car. "Well technically the cyclist had the right of way, but... ". Cyclist went when the crossing was green and the car ran a red? Still the cyclist's fault.

If a car hits something stationary, it is always the driver's fault, with a few uncommon exceptions, such as if somebody hit the car first, pushing it into that other thing, or if the car in front of them plows into it without slowing down, and they don't have time to react. It is one of a driver's most basic responsibilities not to hit something that is just sitting there in the road.
Sure, usually, but this was a bike
I use a bike to go to work. I need to use a street where high-load vehicles go (there is not any cyclopaths here), so you don't know how I do fear that something happens me and people react like that.
The bike was right there. Of course, it was the cyclist's fault.
