No its not its barely been a month and he's hasn't been in office yet. What you have it a normal movement of people who may also happen to agree with him, but also lowest interest rates sre making everything more affordable, even the big buck stuff.

There are people who have already moved there because of Mamdani and protection he promises, despite the city being under Adams for a while longer

At any given minute millions of people are making the decision of where to move.
Post election, that is so a significant amount of time for one to turn their gaze at NYC.
