All motion is relative, so by definition that is not possible.

I think what they are trying to say because it's spinning the same it's all connected or formed at the same time.

A dog biting a spinning man? That's not news.

A spinning dog biting a man? That's kind of weird, but still not news.

The Universe spinning around a stationary dog? Now that is front page material.

All motion is relative, so it's valid to define that the center of the universe, around which everything else revolves, is my cat.
