Rather than being a purely negative thing, there is some evidence that provincials sometimes preferred the legionary presence, even setting up monuments to honor the local stationarii. While this could be flattery, it could also be that legionaries, bullies and thugs though they were, were still seen as an improvement over the 'law' enforcement of thugs of local elites and magnates, especially in the countryside, out of the reach of the local municipal governments.
