La Paz, Nov 13 (Prensa Latina) Bolivia's Council of the Judiciary is preparing legal proceedings against 20 judges for their alleged involvement in 76 "serious" cases of unjustified delays in justice and procedural inactivity in the department of Santa Cruz.
