I have never heard of a scotch egg, so I looked it up, and my god that sounds like wonderful comfort food. How the hell could that be low tier.
Also as much as I like bacon how tf is putting it plain between bread god tier. At least make it a damn BLT.
Ask the ones I've had in recent years have had hard bits in the crumb coating which really rings the texture. It cheap gristly sausage meat.

Having a sunday roast which has a yorkshire pudding in it alongside a yorkshire pudding in god tier is a bit weird. I wouldn't say a yorkshire pudding is god tier alone, I wouldn't sit and eat them without say, gravy, or the other trimmings.
Cauli cheese I would put in top tier - but I'd also want to have it with a sunday roast.
Pie mash and liquor should be its own concept, and regular pie and mash (e.g., steak and ale) should be in a higher tier by itself, served with gravy
A good scotch egg (like, freshly made) should be in top tier tbh. A super market one can go in low tier though.
Haggis is definitely top tier - can actually go in god tier alongside fish and chips, it's my usual order when I go to a Scottish chippy. (Spicy haggis supper, salt and sauce - preferably going half and half with someone who got fish)

The percentages all seem low, I would usually assume that everything except the bottom tier is 95%+ liked. I suppose there's not many vegetarian options here which must be a factor.
Personally I'd say yes to all the others but I don't think I've ever tried jellied eels. Anyone know if they're they any good?
I've gotta be honest, shepherd's/cottage pie above basically that entire mid tier is a pretty controversial take to me. I don't think I'd ever choose the pie when presented with it versus a chicken tikka or toad in the hole for example
Some of the low tier is being unfairly chastised, scotch eggs deserve better, especially the fancy warm runny ones you get in nice pubs. A good beef wellington can be a religious experience
Now finally, I have to take huge umbrage to black pudding, haggis & kippers being in crap tier. They are some of the regional breakfast highlights.
I will die on the hill that a fry up is incomplete without at least one piece of black pudding (ideally from Bury or Stornoway). Haggis is a bonus flavour bomb that's also welcome
