Santa Marta, Colombia, Nov 9 (Prensa Latina) Cuban Vice President Salvador Valdes arrived at Santamar Conference Center in this city, where the opening session of the 4th Summit between the Community of Latin American and Caribbean States (CELAC) and the European Union (EU) will be held on Sunday.
