There's probably something there about authoritarian regimes hollowing out institutions that could be seriously applied, but I found the comparison so striking and viscerally hilarious that I repeat it at every opportunity.
Competent in the things that are easy. It's a lot easier to oppress a poor, disorganized group of mostly women and children than a motivated, well funded, and trained army.
Once those Western Billions start coming-in, the job-description changes dramatically.
