IIRC these are choir books. You put them in front of the choir gor everyone to see. It was cheaper than having a small book for everyone.

Every so often I see something wild from Prague like these giant books or that crazy filing system and feel like I have a slightly better idea of why Kafka was writing about these crazy bureaucracies

This is just the folio size section of any research library holding old books. There is nothing specifically Czech about that picture, it could have been taken in any research library in the world.
