Bunker busters are armored at the front. They absolutely would not care about ERA.

However if you were to have a sizable layer of Jell-O between the outside bunker armor and the inner bunker, it could slow the bomb down, with the main charge detonating away from the inner bunker armor. The blast would be further mitigated by the afore mentioned Jell-O. It would also make the post-blast analysis delicious.

If your bomb covered the entire area in jello you could block air vents and kill people + computers in the bunker. Much simpler approach. Also, delicious.

Are you suggesting there could be some sort of Jell-O adoption race? That we have to start adopting Jell-O based platforms before the Russians outpace us in Jell-O based technology?

You could cover your bunker with with bunker busters. If they're so tough they can go through the bunker then they can stop themselves

Didn't the Iranians do it with layers of sand and gravel, plus sheer depth? If you insist on spending more money than that, and not just burrowing into mountains, Hesco barriers are probably more cost-effective than either of these ideas.
