I can't believe that i am defending the popes of all people, but your statement is just factually wrong. There have been several bigger and smaller initiatives that use action instead of words, some of them led by the popes themselves. In 2017, for example, pope Francis held the first ."World day of the poor" under the Motto:
"Let us love not in word but in deed."
