That is what is called a zip gun. Zip guns are the inspiration for the fallout pipe guns.

If I had to guess this is single shot, bolt design but I have no clue how you would keep the action cocked and in battery with what I can see of the springs. It's probably chambered in 7.62 tokarev or 22Lr.
