So, it actually was a loan. The debt was effectively sold to an American banker, who resold the debt to America for a profit.
It was the start of a long history of complicated financial shell games that defines American governmental finances.

How many different systems of government have the French had since then?

Including or excluding Nazi occupation and essentially not existing as a nation for half a decade?
