My guess is that some dumb script generated this sticker to be sold on redbubble, amazon and aliexpress with 0 human oversight and then some dumb person bought it.

It's marketing genius. Now everyone has seen this and wants to move there.
I remember the Australian campaign for the Northern Territory. Wasn't an official government campaign, just locals marketing it. Worked well.

Visually, the human brain has an easier job of filling in missing vowels than it does consonants. So it actually makes sense to substitute the O instead of the L.
