There could be some good reasons for it. For example, African Americans in the south who are up against racists juries. It always needs very sound evidence to back it up, otherwise it will just get overturned.

Its very rare and only in place for extreme circumstances. Unless he has a very good reason this will easily be overturned on appeal. Most judges don't do it for that very reason.
