There is no logical reason for anyone to drive beyond 40 MPH. All cars should be designed to not be able to drive beyond that speed.

For legacy reasons, all old cars will need to be modified to not be able to drive beyond that speed.

Have you just never driven interstate or cross-country? I once had to cover 2k miles in 4 days. At 8 hours of driving/day, your restriction would have made it take a week, so you should then pay for my back pain from the truck, the cost of those extra nights, etc.

65 or 70 MPH is a much more reasonable cap. That I could totally get behind!
