This is because Trump is a saboteur.
They were not making those arguments in good faith. You need not respond as if they would listen to reason.
But the courts aren't bought completely and not all laws have been completely abandoned. The article states that the report is addressed ti the E.P.A., which us currently taking in feedback, as required by law, to their proposal to gut climate regulations. If they brush aside this report, it makes them legally vulnerable and that is what this report is aiming at.
