Unfortunately the article says he's 18, so legally they'll say he's an adult.
Legally they’d be right.
So now it’s just regular human trafficking.
It's not the most relevant to THIS guy, but in general, a government purposefully separating parents from their children with no means of reunion is one of the named conditions of cultural genocide.
Literally, it's part (e) of the UN Resolution, the 'Genocide Convention.'

Unfortunately I haven't been able to find any information on whether the dog was ultimately recovered or if he's still missing
