I mean it isnt like we dont have the tech to do it, sorta. the problem is infrastructural, in a lot of ways, but by the time you invest in enough infrastructure to make auto-semis viable you'd look really silly for not having just built or upgraded a railway
We could absolutely make it happen but it would require heavy government involvement and massive coordination at at some point someone would say "why the fuck are we doing this instead of just building high-speed rail between the most important travel points?" and trains are communism and we can't have that
