"I want to be in a top heavy house boat during a hurricane induced flood, that is the safest place to be! Surely high winds, partially submerged debris, and currents will not be a problem for a boat that's three stories tall and 90% load bearing drywall." - literally no one ever.

Jokes on you loony leftist, I'll be chilling in my floating McMansion tower in the harbor.
house boats, famously stable and sturdy during even the roughest conditions.
"When the levy breaks, I will simply float away like a magnificent prince on a royal barge, fanned by my concubines and snacking on the finest treato-yumyums."

No problem. They got this. Some tech bros are surely in the process of inventing floating home gyro stabilizer that certainly will work great because it's insanely overpriced and massively under-engineered.
Fuck there was actually some "floating pod" concept that got posted and mocked here a couple of years ago that was literally like a pod on stilts on top of pontoons. IIRC it was some multimillion dollar "wonder of technology" and it capsized at its first demonstration when faced with a gentle breeze.
I bet it didn't have a insanely overpriced and massively under-engineered gyro stabilizer. There's your problem right there.
Houseboats are trailer parks for people with money. You almost never own the actual place you're moored. Instead, you're signing up to rent space indefinitely. And unlike a house, which stays somewhat flat in value or increases in value, houseboats are constantly depreciating in value due to the damage taken due to water (and if applicable, salt).
Climate change is going to take almost everything from us, but it will at least give us the snooty rich people in floating houses in turbulent flood waters version of the icy road video
