The white house has always had two phones, they just usually weren't a constant centerpiece because they're phones in a head of states office, they are now because he sees himself as CEO. He's almost assuredly thinking "what's the worst that could happen? We go bankrupt and buy a casino maybe get into some vc stuff.".
