Republicans tried something similar in Oregon a few years ago, I forget what it was to prevent voting on but it was a similar situation where they didn't have the votes so they all away to prevent a quorum, at the next election they had a ballot measure that banned any representative that leaves the state to avoid working automatically becomes ineligible to run for re-election. They might have delayed the redistricting, but they certainly haven't stopped it.

There's not a panecea to fascism through minority democratic process. Gumming up the works is the most they can do within the system.
