I interpreted it as they provided a room to an addict (who paid them some money to stay in that room) who then took the medication due to their addiction.
It's more that "they took in a woman to stay with them until she got her disability figured out, then she stole from them, then when they tried to get rid of her, she called the cops on them and now they have to put up with her" The moment she stole from them should've been the end of that, but now they're essentially being held hostage by this woman until they go through the courts
