I mean really, just a good conventional tech high speed train would work great between Baltimore and Washington.
France has been running the TGV for decades now.
Just make it run from a central point in Baltimore to a central point in DC, with no stops (there's not really anywhere in between to stop directly anyway).
Hell, a conventional train at 60mph would be fine, it's not that far.
Do your maglev experiments in theme parks, where you don't spend billions of taxpayer dollars.
We'll likely eventually have the tech worked out, but not today.
