Very cute, but I think adding a second "plumicorn" would be a nice touch.

Also, I see many cartoon owls have the toes in a 3-1 configuration, which owls can do, but they are typically 2-2, which would be more "owly" to me.

Another owl trait is a larger wing: body ratio than for other birds, the increased lift of big wings allows them to flap less to be quieter. I'd make those flight feathers longer and spread further from the body to increase overall wingspan.

Those 2 are somewhat minor squabbles, but overall, I like it! I enjoy when I see owl girls pop up.
