I doubt that birds have ticks because of the feathers. I may be wrong. Maybe seeds that stick like velcro?

Yet, these black dots seems to be on the fearhers and not under near the skin.

Looks like burrs to me. That little fella likey sat between some plants and the burrs got stuck
