WW3 (or WW2 for the humans of this universe?) just causally starting out of nowhere and apparently the U.S still managing to reinvent nuclear weapons is funny.

Though, this either means nuclear weapons was coughed up at some point (I don't know when, maybe when they were trapped by Aging but then Yoru would have gotten what she wanted) or concepts can be rediscovered, meaning being eaten does not mean the concept can never exist after that. If concepts can be rediscovered, would that make the devils just spawn back in or a whole new devil is created for the concept and the old one either disappears or joins the new one. Very interesting ideas floating here.

No, they simply reinvented nukes, and thus fear of nukes becomes a thing and the nuclear weapons devil "returns." Whether it's the same devil as before or a completely new one remains to be seen.
