Seems less a national strategy than a municipal:
Starting next summer, the major downtown areas of Hanoi will ban all gasoline-powered motorcycles as part of a program to cut down on emissions.
Overview:

So not just sales, but the actual use of them? I've only ever been to Hanoi once many years ago, but there was an enormous amount of gasoline-powered motorcycles there then that would need replacement. I guess their domestic Vinfast brand will see a surge in sales in anticipation of this legislation, but the transition might even be well on its way?
That's how i read this text. Similar to other cities that have "low-emission-zones".
Again, Vietnam makes the US look like a bunch of chumps.
Watch Trump make new tariff threats.
They'll get the motorcycle ban, then somehow the car ban will flounder or be walked back.
It's probably a good thing for Hanoi given how much air pollution is there.
But this seems a bit too fast, no? Hopefully people can make the transition within the given timeframe.
